Changes in security policies in Internet Explorer 7 disables telnet URLs by default.  Here's how you can re-enable them by editing the Windows registry.  (This has been tested in IE7 on Windows XP SP2.)

Warning!  If you use Registry Editor incorrectly, you may cause serious problems that may make Windows unbootable and require you to reinstall your operating system. Use Registry Editor at your own risk.  Always make a backup of the registry before making changes.

Step 1:  Add the following key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_DISABLE_TELNET_PROTOCOL

Step 2: Add the following DWORD within the new key and set its value to 0:

iexplore.exe

Step 3:   Close all instances of Internet Explorer and open a new browser window.
